Solar Panel Certification Rules for Photovoltaic Modules (CQC33

1. Scope of application

This rule applies to the CQC mark of the junction box for photovoltaic modules that operates under DC current and has a rated voltage of not more than 1000V DC. The junction box is used in compliance with GB/T 20047.1 PV (PV) component safety appraisal. Part 1: Structure requirements Required photovoltaic components. 2. Authentication mode

The certification model of junction box for photovoltaic modules is: product type test + initial factory inspection + post-certification supervision.

The basic aspects of certification include:

f. Review

3. Certification application

3.1 Certification unit division

Divide the certification unit by product model and apply for certification according to the certification unit. For input voltage, material, and structure, the junction box can be used as a certification unit to apply for certification. It is necessary to supplement some project tests according to the difference. Manufacturers, production plants (sites) are different as different authentication units.

3.2 Applying for Certification to Submit Information

3.2.1 Application Information

a. Formal application (printing after the application is completed on the network or downloading the blank application form)

b. Factory inspection questionnaire (at the time of first application)

c. Product Description (CQC33-462192.01-2010)

3.2.2 Documentation

a. Certificate of registration of applicant, manufacturer, and manufacturer as business license, organization code (at the time of first application)

b. When the applicant is a seller or importer, it must also submit a copy of the relevant contract between the seller and the producer, importer and producer.

c. Agent's power of attorney (if any)

d. Valid supervision inspection report or factory inspection report (if any)

e. Other required documents

3.2.3 Provide Product-related Information

a. Product assembly diagram, electrical schematics, circuit diagrams, product manuals, etc.

b. Electrical parameter table

d. Explanation of the differences between various models in the same application unit

4. Product type test

4.1 Samples

4.1.1 Sample Request

CQC selects a representative product from the series of products for certification as the main inspection product. The main inspection product should be the product with the most unfavorable impact on the performance of the series of products. The rest of the model products are attached inspection products, and the samples are attached samples. . Each application unit will send at least 2 samples. If it is necessary to carry out type test with the PV modules, a set of specified number of PV module samples (any size is not limited) shall be sent, and the PV modules shall be installed with junction boxes in normal use. Only one model of the application for certification unit is selected to send samples of this model.

The applicant is responsible for sending samples to the designated testing agency.

4.1.2 Sample and Data Disposal

After the test is completed and the test report is issued, the relevant test records and related data are saved by the testing organization and the sample is disposed of according to the relevant regulations of CQC.

4.2 Type test

4.2.1 According to the standard

IEC 61730-1:2004 "Photovoltaic (PV) module safety qualification - Part 1: Structural requirements"

4.2.2 Test items and methods

According to IEC61730 all applicable items and methods for testing, including testing requirements for components, test items in Table 1.

4.2.3 Type test time limit

It is generally 60 working days (due to the unqualified test items, the company does not count the time for rectification and re-inspection). Calculated from the receipt of samples and testing fees.

4.2.4 Determination

The type test shall comply with the requirements of IEC 61730. If any of the items does not meet the requirements of the standard, it shall be determined that the product of the certification unit does not meet the requirements of the certification. When some of the test items do not meet the requirements, the applicant is allowed to re-send the sample after rectification. The number of samples and the test items are determined based on the unqualified conditions. The period of rectification shall not exceed 6 months. If the applicant does not carry out rectification or fails to complete the rectification on schedule, the certification shall be terminated.

4.2.5 type test report

The testing organization designated by CQC tests the samples and issues test reports in the prescribed format. After the certification is approved, the testing agency is responsible for sending a test report to the applicant.

4.3 Key raw material/component requirements

In order to ensure the consistency of the certified products, when the key raw materials/components, technical parameters, specifications and models, and manufacturers (/manufacturing plants) need to be changed, the certificate holder shall submit a request for change and be approved by the CQC for use in the certified products. . 5. Initial factory inspection

5.1 Check Content

The contents of factory inspection are factory quality assurance ability and product consistency check.

5.1.1 Inspection of factory quality assurance ability The inspection shall be conducted in accordance with CQC/F001-2009 "Quality Assurance Requirements for CQC Marking Factory Certification" and Table 1.

5.1.2 Product Consistency Check

During the factory inspection, the consistency of the certified products shall be checked at the production site, and the following contents shall be checked.

1) The identification of the certified product should be consistent with the information indicated on the type test report;

2) The structure of the certified product should be consistent with the type test report and product description;

3) The key components used in the certified products should be consistent with the type test reports and product descriptions;

4) If multiple series of products are involved, then each series of products should be drawn at least one specification model for consistency check. When the factory is inspected, field witness tests can be conducted on product safety performance.

5.1.3 Factory quality assurance ability inspection and product consistency inspection shall cover all products and processing sites that apply for certification.

5.2 Initial factory inspection time

In general, after the type test of the product is passed, the initial factory inspection is performed. When necessary, product type tests and factory inspections can also be performed at the same time. Factory inspections should, in principle, be completed within one year after the end of product type testing; otherwise, product type tests should be conducted again. At the initial factory inspection, the factory shall produce the product within the scope of the application for certification.

The initial factory inspection personnel's number of days (see Table 2) is determined based on the factory production scale of the product for which the certification is applied, as if the products have already obtained the product certification issued by the CQC, and the number of days may be reduced by 0.5-1 persons per day.

5.3 Initial Factory Inspection Conclusion

The inspection team is responsible for reporting inspection conclusions. If the factory inspection fails, the inspection team reports directly to the CQC. When there is a non-conformity in the factory inspection, the factory shall complete the rectification within the prescribed time limit, and the CQC shall take appropriate measures to verify the results of the rectification. If failure to complete the rectification or rectification fails to meet the deadline, the factory inspection will not pass the treatment.

6. Evaluation and Approval of Certification Results

6.1 Evaluation and Approval of Certification Results

CQC evaluates the product type test and the factory inspection results. After passing the evaluation, the product is issued to the applicant according to the certification unit.

6.2 Time Limit for Certification

After accepting the application for certification, the time limit for type testing of products shall be 4.2.3. The time limit for factory inspection shall be calculated according to the actual occurrence time (including the arrangement and execution of factory inspection time, rectification and verification time), and after completing the product type test and factory inspection, the requirements for certification shall be met. In general, certificates are issued within 30 days.

6.3 Termination of Certification

When the product type test fails or the factory inspection fails, the CQC makes a non-qualified decision and terminates the certification. If you want to continue applying for certification after terminating the certification, apply for certification again.

7. Supervision after certification

7.1 Supervision and inspection time

7.1.1 Frequency of Supervision and Inspection

Under normal circumstances, the annual supervision shall be arranged within 12 months after the initial factory inspection, and the interval of each annual supervision inspection shall not exceed 12 months.

One of the following situations can increase the frequency of supervision:

1) The certified product has serious quality problems or the user makes a serious complaint and is verified as the holder's liability;

2) The CQC has enough reasons to question the conformity of the certified products and the certification basis standards;

3) Sufficient information indicates that manufacturers or manufacturers may affect product conformity or consistency due to changes in organizational structure, production conditions, quality management systems, etc.

7.1.2 Number of supervisory inspection days (see Table 2)

7.2 Content of supervision and inspection

The contents of post-certification supervision include the review of quality assurance ability of factory products and the consistency check of certified products. CQC supervises and inspects the factory in accordance with CQC/F001-2009 "Quality Assurance Requirements for CQC Marking Factory Certification". The use of the 3, 4, 5, 9 and CQC marks and certificates is a mandatory item for each supervision and inspection, and other items may be checked.

The content of the consistency check of the certified product is the same as the product consistency check at the initial inspection of the factory.

Check the product quality inspection according to Table 1.

7.3 Supervision and Inspection Conclusion

The inspection team is responsible for reporting the conclusions of supervision and inspection. If the supervision and inspection result is not passed, the inspection team reports directly to the CQC. When there is a non-conformity in the supervision and inspection, the factory shall complete the rectification within the prescribed time limit, and the CQC shall take appropriate measures to verify the results of the rectification. Failure to complete the rectification on time or rectification does not pass, according to supervision and inspection does not pass the treatment.

7.4 Result Evaluation

The CQC organization conducts a comprehensive evaluation of the conclusions of the supervision and inspection. If the evaluation is qualified, the certificate will continue to be valid. If the supervision and inspection fails, it is determined that the annual supervision is unqualified and the certificate is processed in accordance with 8.3.

8. Certification

8.1 Maintenance of certification

8.1.1 The validity of the certificate

The validity period of the certificate covered by this rule is 4 years. The validity of the certificate is maintained through regular supervision.

8.1.2 Change of Certified Product

8.1.2.1 Application for Change

When the content of the certificate changes or the design, structure parameters, appearance, and key raw materials involved in the safety and performance of the product change, the certificate holder shall submit an application to the CQC. Based on the CQC, the content of the change and the information provided shall be evaluated. Meet the requirements, approve the change. If the content of the certificate changes, a new certification certificate shall be issued, and the serial number of the certificate and the validity date of the approval shall remain unchanged.

8.1.2.2 Change Evaluation and Approval

The CQC evaluates based on the content of the changes and the information provided, whether it is necessary to conduct tests and allow changes. After the test is qualified or verified by data, it can be changed.

8.2 Certification Certificate Coverage Product Expansion

8.2.1 Extensions

When the certificate holder needs to increase the product certification that is the same certification unit as the certified product, a change application should be submitted. The CQC verifies the consistency between the expanded product and the original certified product, confirms the validity of the original certification result for the expanded product, supplements the inspection for the differences in the expanded product, and arranges factory inspections as necessary. After passing the evaluation, new certificates or recertification certificates will be issued as required. Extensions within the certification unit can also submit new applications and issue new certificates.

8.2.2 Sample Requirements

The certificate holder should first provide the relevant technical information for the extended product. When the sample needs to be sent, the certificate holder should send the sample for verification or differential inspection according to the requirements of Chapter 4.

8.3 Suspension, Restoration, Cancellation and Cancellation of Certificates

The use of certificates should meet the requirements of CQC's related certificate management regulations. When the certificate holder violates the relevant provisions of the certification or the certified product fails to meet the certification requirements, CQC shall, in accordance with relevant regulations, make corresponding suspension, withdrawal and cancellation of the certification certificate.

9. Review

After the validity of the certificate is expired, it will be automatically revoked. If the certificate holder needs to continue to hold the certificate, he must submit a reexamination application 6 months before the expiry date of the certificate, carry out the product type test according to the new application requirements, and arrange factory inspection. The type test shall be sent by the applicant according to the requirements of the CQC to carry out partial project inspections and if necessary, carry out full project inspections. 10. Use of Product Certification Marks

10.1 Allowed Logo Styles

Distortion certification mark is not allowed.

10.2 Application Methods and Locations

The holder of the certificate shall purchase the mark of the standard specification from the CQC, or apply for and apply the certification mark in the appropriate manner as stipulated in the “Administrative Measures of the Product Certification Mark”. The certification mark should be added on the obvious position of the product body.

11. Charges

Certification fees are charged according to relevant regulations of CQC.
